The way Draco talked to Harry at Madam Malkins makes me think (and I know a lot of others as well) that Draco liked Harry at that point. Draco had no idea who he was, and at that point he was arrogant and most likely would have just ignored Harry, because he would have known who all the 'good pureblood' families were.
So it makes me think that there was something about Harry at that moment that Draco liked (as a person and friend, not necessarily romantically - they were 11 after all!), but because he was such an arrogant prat at the time it all came across wrong. And then, of course, Harry refused Draco's friendship.
I know a lot of people agree with this, so what do you all think?

I agree with this to a certain extent. I don't think he necessarily liked him, but I do think there was something he found interesting about Harry. Something that made him want to find out more.

I feel like Draco grew up quite lonely in Malfoy Manor and was excited to meet someone new that would go to Hogwarts with him. I wouldn't say he liked him but maybe Harry was the first stranger of his age he'd met for a while ?

I totally agree with you! Draco didn't know he was Harry Potter, but he talked to him and tried to impress him. To Harry, Draco was rude, reminded him of Dudley. I think he found Harry interesting and he really wanted to make a friend, and this was the only way he knew how.

'Intrigued' was actually the word I was looking for rather than 'liked'. But, I agree with you. He found Harry interesting, even without knowing who Harry was.

I agree, and I find this so interesting. JKR's statement (although I'm taking those lightly these days, lol) on Pottermore about Draco - I believe it's his official bio - says that the Malfoys thought that Harry was going to be the new and improved Voldemort. And that's why he wanted to befriend him on the train. But as far as Madam Malkin's goes - and I still find it odd that nobody would have bombarded the Dursleys to get pictures of Harry growing up or something - Draco didn't know what Harry looked like, so he just wanted to make someone like him. That seems to show a big part of Draco's character, just yearning for someone to connect with. So many feels about this.

Intrigue is a very appropriate word to describe what Draco must have felt upon seeing Harry. While they were eleven, I don't believe attraction of some kind was completely out of the question, whether Draco knew how to identify it or not... My sister is eleven and she talks about people she finds attractive all the time, and has done so for a long time. So maybe Draco was both intrigued and attracted to Potter, but disregarded both of those emotions as simply curiosity...
It is also really upsets me how Draco was shut down like that. He had been taught his whole life to believe he was above everyone, and with all of his friends in the past, it would have worked perfectly. But when Harry comes in, Draco tries his usual act on him and gets shut down. He was only trying his best! I don't think he realised that he was going about it the wrong way. Not until his offer to be friends with him...

Not until his offer to be friends with him... the few fics which do have draco & harry as friends in their 1st year make up for that,though,i suppose.but anyhow maybe it was also a blessing in disguise that they didn't make friends immediately..i mean sure,i feel bad for draco too,but this way lucius would have no chance to manipulate harry through him & draco gets to slowly realise why exactly it is what he's been taught his whole life is wrong himself.
